Recently, many Pakistani freelancers received messages and social media posts claiming that the government has issued a “NOC for PayPal or Stripe accounts”. This created confusion across the freelancing community.
So what is the truth?
In 2025, Pakistan has not approved PayPal or Stripe directly, but the State Bank of Pakistan (SBP) has introduced new banking permissions and relaxations for freelancers and IT exporters to receive foreign income legally.
This blog explains what the NOC really means, what is allowed, and what is not.
The so-called “NOC” is actually a regulatory allowance issued by the State Bank of Pakistan that allows:
Freelancers and IT exporters to open specialized accounts
Receive foreign payments legally
Retain foreign currency earnings for a limited time
Use approved digital payment platforms
This initiative is designed to boost IT exports and encourage freelancers to bring foreign income into Pakistan through legal channels.

Despite rumors, this allowance does NOT mean:

These methods often involve:

Third-party accounts
Such setups frequently result in account suspension or permanent bans.
